Brooke Mueller has sparked speculation she is back on drugs again after she was photographed over the weekend with what looks to be a makeshift crack pipe.

Charlie Sheen's ex-wife has been in and out of rehab 15 times for drugs such as crack, cocaine and marijuana.

Her most recent stint in rehab - a 45-day outpatient program for drug and alcohol addiction - ended as recently as July 1.

The 33-year-old actress opted for an outpatient program in order to have access to her two-year-old twin sons Bob and Max. 

Although the item in her hand hasn't definitively been identified as a crack pipe, website TMZ states that people who do smoke crack use tools similar to what Mueller is holding.

She definitely doesn't look her best: her skin is sallow and her outfit of a baggy shirt, sweatpants and heels is, quite simply, a mess.

According to TMZ, Brooke was not pleased to have her picture taken. 'When she realized the photog was taking pictures of her, we're told she booked it out of there,' the site posted today.

She was recently photographed looking like she was up to something suspicious in Hawaii when she was seen with wads of money stuffed in her hand; she was also caught trying to pawn jewellery in Los Angeles. 

As part of their custody agreement, both Mueller and Sheen agreed to random drug testing three times a month. However, again according to TMZ, the L.A. County Department of Children and Family Services has not visited either parent in over six months.

With a history as chequered as Brooke's, they ought to. In addition to her 15 stints in rehab, she's also been arrested twice: once in 1996 for a DUI and property damage and in 2001 for cocaine possession.

After seeing her battle with drug addiction highlighted on the reality show The World According to Paris, Brooke is said to have wanted to change her life for good.

'Brooke saw what she looked and sounded like when she was under the influence,'an insider told Radaronline. 

'Brooke entered rehab during filming of the show and she couldn't believe the difference she was able to see in herself when she wasn't using drugs.'

In addition to reported drug use, the mother of two has another worry on her hands: her ex will allegedly discuss her drug history when he's roasted by Comedy Central on 19 September.

Sources tell TMZ that Brooke wanted to be 'completely off-limits' - and she does have a legal leg to stand on. In their divorce settlement, Charlie pledged to never publicly discuss her drug use.
